To come here for a few years you would have to come as a student (f-or m-visa) or as a worker (hb-or possibly J-visa). In those cases you will be with other people who can. If you dont work for the commission or NATO then you will have to get involved with the worst thing in the country, the beauracracy.

I dont know of another country who send police around to check who lives in houses as a routine thing. It take ages to even learn all the specifics of one tiny part of the country. The people a friendly.
